Opposition backflips on emissions trading

After spending three weeks in tangles over its response to the Government's emissions trading Green Paper, the Opposition has emerged with a reincarnation of its old policy. It is another blow to Brendan Nelson's leadership, his proposal to let the worst-polluting countries act first was rebuffed by his colleagues, including leadership rival Malcolm Turnbull.
